No...they mean two different things.

Martial Arts (or fighting systems) is defined as a code or repeated practice of steps or moves.

There are different styles of martial arts and they include all the fighting styles, karate, judo, tae kwon do, jeet kune do, jujitsu, etc.

Tae kwon do means "way of the fist" and is a Korean style martial art. The literal meaning can be misleading because tae kwon do is known for its flashy kicks and great for fighting someone at a distance, but has its weakness when it comes to in-close fighting, or using your hands.

Martial arts is a generic term, all the fighting arts are martial: boxing, kickboxing, the various schools of karate called ryu, mixed martial arts, kali arnis escrima (filipino arts), kung-fu, judo, aikido, Kendo and iaido (the way of the sword. They fall into two categories "the way" is a Do system. "the art" is an jitsu system. the Do is the way, more civilized, the jutsu is usually more ruthless, instead of pining the arm down you break it. It all depends on your personality and objectives. MMA are good, I've seen really good escrima, I've dabbled in Kempo and Aikido. Taekwondo is 90% kicks, and really high kicks, tho' the Muay Thai style of kicking is considered the best. shop around, and learn a little bit, unless really interested stay away from Chinese systems they are over elaborate. If you want basic boxing and kicking skills I'd go for Muay Thai. If you're keen on learning a really good self defense MMA or jujitsu (brazilian and traditional) are amazing. Some are more spiritual than others, only you can decide, I can't the post doesn't have enough info to make a definitive choice for you.
